Wind force 12: A blueprint to achieve 12% of the world's electricity from wind power by 2020.This is a proposal by the European Wind Energy Association and Greenpeace.

How much will be the 12% of the world's electricity by the year 2020?

By the end of 2020, the scenario shows that wind power will have achieved a global installed capacity of almost 1.2 million MW. This represents an output of 3,000 TWh, a penetration level equivalent to 12% of the world’s electricity demand.

Will there be enough "useful" wind for that 12% of the world's electricity? The answer is yes because "The world’s wind resources are estimated to be 53,000 TWh/year, whilst the world’s electricity consumption is predicted to rise to 25,578 TWh/year by 2020. The total available global wind resource that is technically recoverable is therefore more than twice as large as the projection for the world’s entire electricity demand."
